What a monitoring plan is

A short document that says, for your installation:

  • Where the boundary is (what counts as “the installation”).
  • What flows in and out that touch emissions (fuels, feedstocks, products, precursors).
  • How you measure each flow (meter, delivery note, invoice, lab test).
  • Which calculation route you use (fuel-based, mass balance, direct measurement).

A simple two-page example

For a Ludhiana forging unit on an induction + natural gas route:

  • Boundary: the shed, from gate to despatch.
  • Flows: natural gas (meter at line), electricity (meter at the panel), billet intake (weighbridge), forged product (weighbridge).
  • Measurement: direct meters where present, delivery notes otherwise.
  • Calculation routes: fuel-based for natural gas; electricity reported at grid factor; billet precursor emissions carried from supplier where available.

CBAMWorks keeps a versioned monitoring plan per installation and attaches each year’s bills to it.
