A stationary technical unit where production activity happens and emissions arise — the unit of analysis for CBAM operator data.

An installation is defined by its boundary — what counts as “the plant” for emissions purposes. For CBAM, each non-EU installation that produces goods imported into the EU has its own emissions profile, monitoring plan and (where actuals are used) verification opinion.
