CBAM benchmark
The free-allocation benchmark under the EU ETS, used in CBAM as a reference level for comparing imported-good emissions.
The CBAM calculation references the EU ETS product benchmark that EU producers of the same good are measured against. Imported emissions above the benchmark create a CBAM liability; the benchmark itself reflects the average performance of the top-10% EU installations.
