The CBAM downstream extension vote: proposal, not law
A European Parliament vote on extending CBAM to downstream goods caught the trade press. Here's what's actually in trilogue — and what isn't law yet.

The European Parliament voted on a legislative proposal that would extend CBAM to a defined set of downstream goods: cars, white goods and machinery containing CBAM-scope steel and aluminium. Headlines treated it as settled. It isn’t — the file is in trilogue between Commission, Parliament and Council.
What the vote actually was
A plenary vote on Parliament’s negotiating mandate. That gives the rapporteur a position to defend against the Council. It is not final adoption. The final text can shift significantly.
What to do today
- Importers of CBAM-scope upstream (steel, aluminium, cement, fertilisers): no change. Keep collecting supplier data for 2026.
- Importers of downstream (cars, appliances, machinery): don’t yet need CBAM declarants or supplier data. Watch the trilogue.
- Both: subscribe to the rule tracker.
Our stance
We don’t pre-build pages or dashboard features for proposed but not enacted scope changes. When the final text is published, we’ll update the rule tracker the same day and open the roadmap for downstream support.
